    Agricultural policies in India

    "Since the early 1990s, India has undergone substantial economic policy reform and economic growth. Though reforms in agricultural policy have lagged those in other sectors, they have nonetheless created a somewhat more open economic orientation. In this study, we evaluate the protection and support versus disprotection of agriculture in India. Our methodology involves examining market price support (MPS) for eleven crops, the expenditures on input subsidies benefiting farmers (for fertilizer, electricity and irrigation), and product-specific and total producer support estimates (PSEs) over the period 1985-2002. We draw on the extensive price-comparison and subsidy-measurement data sets and analysis developed earlier by Gulati and his co-authors, often using disaggregated analysis for representative surplus and deficit states. This allows us to explore how key cost adjustments impact the results. Overall, our results indicate that support for agriculture in India has been counter-cyclical. Support for agriculture has been rising when world prices are low (as in the mid 1980s and 1998-2002) and falling when world prices are high (as in the early and mid 1990s). Our results demonstrate the increased importance of budgetary payments for input subsidies in agriculture in recent years. Yet, in the aggregate for both price support and budgetary expenditures over the period 1985-2002 the counter-cyclical dimension of agricultural policy dominates a clear trend of movement from disprotection towards protection. Using different variants of MPS and PSE measurment we have extended earlier analysis to demonstrate the impact of key assumptions on the calculations. These assumptions we argue are important to consider. For example, in the standard approach, the MPS for the covered commodities is “scaled up” based on the share of the covered commodities in the total value of production. If the commodity coverage is less than complete, as is often the case, the scaling up procedure leads to a total MPS of greater absolute value than the MPS for the covered commodities. This can result in PSEs of different sign than the non-scaled up version but is inappropriate unless market price support for the commodities not covered is similar to that of the covered commodities. Furthermore, we find that the standard procedure of computing the MPS through a comparison of the domestic price to an adjusted reference price based on observed imports or exports can be problematic. This happens when trade volumes are relatively small. In such a scenario a reference price based on observed imports or exports can lead to misleading conclusions. To address the reference price issue, we follow Byerlee and Morris (1993). Essentially the approach adopted is to compute the level of protection or disprotection based on a counterfactual reference price chosen on economic criteria i.e. the adjusted reference price that would exist in the country if the policy interventions were removed. The relevant price can either be the autarky equilibrium price or the import or export adjusted reference price depending on the relationship among these prices. We apply this modified procedure for six crops (wheat, rice, corn, sorghum, sugar and groundnuts). The choice of the crops is dictated by the fact that India has been near self-sufficiency and there have been changes in the direction of trade over the period of analysis. The magnitudes of estimated support for agriculture obtained in this paper are important for several reasons. The estimates confirm that high levels of subsidies were required for India to export wheat or rice in recent years, a conclusion reached by several other studies. However, we report less disprotection of Indian agriculture in the 1990s than in earlier studies. Partly this difference is explained by the modified procedure for choice of a reference price. A large component of this difference can be accounted for by whether or not the scaling up procedure is invoked. There are also fertile areas for future research. Estimates of adjustment costs used in domestic-to-border price comparisons, such as transportation and processing costs or marketing margins, are crucial variables in the analysis and merit being re-examined and further updated.     Research and Extension Capabilities: Program Economists in New South Wales Agriculture

    In 1997 the economists in NSW Agriculture conducting applied economics research at its larger research stations were assigned to the Department's major programs of the Department. This report reviews some of their achievements since that time. The report begins with a section describing the role of Program Economists and their management. Then follows a brief review of the main areas of interest of each of the twelve economists. A large section of the report is devoted to outlining major areas of research and extension where program economists, often working cooperatively, have made a significant contribution. These areas include: Analyses of market conditions for agricultural products; Field crop economics; Grazing and pasture economics; Integrated weed and pest management economics; Farming systems economics; Provision of farm management information; Research and extension evaluation and policy. Aspects reviewed in these areas included the key findings from research, research objectives, future directions of research and for each area, a selection of the most significant publications produced by program economists. The final section of the report is a listing of publications by program economists since 1997.     Real-time dynamic articulations in the 2-D waveguide mesh vocal tract model

    Time domain articulatory vocal tract modeling in one-dimensional (1-D) is well established. Previous studies into two-dimensional (2-D) simulation of wave propagation in the vocal tract have shown it to present accurate static vowel synthesis. However, little has been done to demonstrate how such a model might accommodate the dynamic tract shape changes necessary in modeling speech. Two methods of applying the area function to the 2-D digital waveguide mesh vocal tract model are presented here. First, a method based on mapping the cross-sectional area onto the number of waveguides across the mesh, termed a widthwise mapping approach is detailed. Discontinuity problems associated with the dynamic manipulation of the model are highlighted. Second, a new method is examined that uses a static-shaped rectangular mesh with the area function translated into an impedance map which is then applied to each waveguide. Two approaches for constructing such a map are demonstrated; one using a linear impedance increase to model a constriction to the tract and another using a raised cosine function. Recommendations are made towards the use of the cosine method as it allows for a wider central propagational channel. It is also shown that this impedance mapping approach allows for stable dynamic shape changes and also permits a reduction in sampling frequency leading to real-time interaction with the model

    Because of their practical applications in monitoring the physical environment and collecting the data for further analysis, sensor networks have become an important area of research within computer science and engineering. Security, in many circumstances, may be a primary concern due to the confidential nature of the data. Since in sensor networks, communication between motes is done via a radio frequency channel (RF), which is not a secure channel, an adversarial node attaching itself to the network could potentially eavesdrop on sensitive data, by listening to any signals which are transmitted. The research shows that a key management protocol, in combination with efficient group management and cryptographic techniques appropriate to energy- and memory-limited sensor networks, such as elliptic curves (ECC), provide a scalable approach for acquiring and maintaining the freshness of keys in large, dynamic groups

    Producer Support Estimates (PSEs) for agriculture in developing countries

    In many developing countries, governments rely on price-based measures (including border protection and subsidies on inputs and outputs) more than on budgetary payments to achieve agricultural policy objectives defined to include price stabilization or food self-sufficiency. Assessing the effects of these price-based measures is thus important to evaluating whether agriculture is being protected or disprotected by commodity or in the aggregate. This aspect of producer support estimates (PSEs) is simple to describe conceptually but difficult to evaluate well empirically. Developing countries may face higher international transport and port costs for imports and exports than developed countries or may have substantial internal handling, transportation and processing costs. Separating these structural effects on farmers from agricultural policy effects that drive a wedge between the domestic farmgate price and an adjusted international reference price requires extensive data and judgments. In this paper, we describe the PSE measurement issues and illustrate their importance. We estimate product-specific market price support, budget expenditures and PSEs for three important agricultural commodities (wheat, rice and corn) in India (1985-2002), using representative disaggregated state-level results, and for five commodities (wheat, rice, corn, soybeans and sugar) in China (1995-2001). The results for India suggest that ignoring factors such as internal transport costs, marketing margins and quality differences can result in inaccurate price support estimates and PSEs that may be of the wrong sign. We also explore how relaxing or changing certain standard PSE assumptions (such as altering the “scaling up” procedure or computing the PSE as a percentage of value of production at world reference prices) can have large impacts on the results. Finally, for commodities that are near self-sufficiency, we follow Byerlee and Morris (1993) and define a relevant adjusted reference price based on the relationship between an estimated autarky price and the import and export prices. We discuss this procedure and use the resulting reference prices to compute the market price support component of the PSE for India. Based on our three-commodity PSEs for India, support is largely counter-cyclical, rising when world prices are low (as in the late 1980s and 1990s) and falling when world prices strengthen (as in the mid 1990s). From our more preliminary five-commodity PSE estimates for China, a trend decline in disprotection is more evident. Further research is needed to confirm and elaborate on these results.

    This article describes the R package DEoptim, which implements the differential evolution algorithm for global optimization of a real-valued function of a real-valued parameter vector. The implementation of differential evolution in DEoptim interfaces with C code for efficiency. The utility of the package is illustrated by case studies in fitting a Parratt model for X-ray reflectometry data and a Markov-switching generalized autoregressive conditional heteroskedasticity model for the returns of the Swiss Market Index.

    Development of 'Redox Arrays' for identifying novel glutathionylated proteins in the secretome

    Proteomics techniques for analysing the redox status of individual proteins in complex mixtures tend to identify the same proteins due to their high abundance. We describe here an array-based technique to identify proteins undergoing glutathionylation and apply it to the secretome and the proteome of human monocytic cells. The method is based on incorporation of biotinylated glutathione (GSH) into proteins, which can then be identified following binding to a 1000-protein antibody array. We thus identify 38 secreted and 55 intracellular glutathionylated proteins, most of which are novel candidates for glutathionylation. Two of the proteins identified in these experiments, IL-1 sRII and Lyn, were then confirmed to be susceptible to glutathionylation. Comparison of the redox array with conventional proteomic methods confirmed that the redox array is much more sensitive, and can be performed using more than 100-fold less protein than is required for methods based on mass spectrometry. The identification of novel targets of glutathionylation, particularly in the secretome where the protein concentration is much lower, shows that redox arrays can overcome some of the limitations of established redox proteomics techniques

    Solar Salt Latent Heat Thermal Storage for a Small Solar Organic Rankine Cycle Plant

    The design of the latent heat thermal storage system (LHTESS) was developed with a thermal capacity of about 100 kW h as a part of small solar plant based on the organic Rankine cycle (ORC). The phase change material (PCM) used is solar salt with the melting/solidification temperature of about 220 °C. Thermophysical properties of the PCM were measured, including its phase transition temperature, heat of fusion, specific heat, and thermal conductivity. The design of the thermal storage was finalized by means of the 3D computational fluid dynamics analysis. The thermal storage system is modular, and the thermal energy is delivered with the use of thermal oil, heated by Fresnel mirrors. The heat is transferred into and from the PCM in the casing using bidirectional heat pipes, filled with water. A set of metallic screens are installed in the box with the pitch of 8–10 mm to enhance the heat transfer from heat pipes to the PCM and vice-versa during the charging and discharging processes, which take about 4 h. This work presents a numerical study on the use of metallic fins without thermal bonding as a heat transfer enhancement method for the solar salt LHTESS. The results show that the absence of the thermal bonding between fins and heat pipes (there was a gap of 0.5 mm between them) did not result in a significant reduction of charging or discharging periods. As expected, aluminum fins provide better performance in comparison with steel ones due to the difference in the material conductivity. The main advantage observed for the case of using aluminum fins was the lower temperature gradient across the LHTESS
